The game does this every 10 days to verify it is legal. I've been looking online for hours and these are the main suggestions you'll find on various forums although none worked for me other people make claims towards their legitimacy.
They're are several things you can try although none worked for me.
First disable your firewall and malware like AVG or something, might be blocking it. Try unblocking something called Securom.
Someones made a .box file http://www.xspore.com/community/problems-bugs-fixes/7878-vista-fix-spore-cant-find-your-internet.html it's suppose to run you through being able to run the game, saw it worked for a couple people.
Someone suggests for an answer for a slightly different problem that might help here

The best way to kill the Grox is to go to their planets andterraform them into T1 planets. This instantly kills the inhabitants. This is very easy with the Staff of Life, but it is a waste. However, the Grox have over 10,000 planets so this will take you a very long time. Go for it if you have the time tho it could be pretty epic bragging rights online. Remember, The Grox can only live in harsh conditions. Pretty ironic huh?
Zac- but eventually the Grox would completely kill your species while your killing them...
